Tool and skill governance is the control of the capabilities available to AI systems — which tools and skills are approved, who may discover and invoke them, what parameters are permitted, and which invocations require human approval before they take effect.
What is tool and skill governance?
Tools are where AI stops reading and starts acting: sending mail, writing records, moving money, changing configuration. The risk therefore shifts from disclosure to consequence, and the controls must shift with it. Governing tools means approving them individually rather than by connector, scoping invocation to identity and purpose, validating arguments before execution, distinguishing read from write, and requiring explicit human approval for actions that cannot be reversed.
